CITY COUNCIL meeting minutes
August 4, 2008
Council met in regular session with MAYOR DAVID C. Fazio presiding.
Roll Call showed the following members present:

Consent Agenda
Moved by ????????????? SMITH ????????????????and seconded by GREENE that the consent agenda be approved with the addition of an Executive Session added by Mayor FAZIO pursuant to Idaho Code ?67-2345
(1) (b) (e) to discuss personnel items and negotiations.
The consent agenda includes the following:

Voice vote on the motion resulted as follows:

a. S&S Construction will be billed for the following:
- 2,000 gal of water @ .03/gallon
- 4 hours and 45 minutes of labor for Roberto and Eric
b. Little Village Trailer Court will be billed for labor on repairs performed by Lapwai maintenance employees for tenant ?Stormy?.
- 2 hours of labor for Roberto and Eric
c.?? Maintenance Purchase Requests
Cutting Torch: request for cutting torch to cut holes in meter lids to install touch read sensors. Tabled for more research on equipment options and price to have cutting done.
Street Striper:
Moved by MAHURON and seconded by SMITH to approve the purchase of a Line Laser IV 3900 Street Striper for $4,949 and the STIHL Backpack Blower BR550 for $399.95.
Voice vote on the motion resulted as follows:
YEAS: MAHURON, SMITH, and GREENE.

Correspondence from Mrs. Webb: Discussion on junked cars in community,
Roberto will report on abandoned/junk cars: locations, license plate numbers, and owners?????? Mercedes will send a response letter to Mrs. Webb.

Reminder Clerk will be on Vacation the week of August 25, 2008
Clerk request as much vacation/leave time as possible from October 15th to November 15th. Daughter is to deploy to Afghanistan in December 2008
Abusive Customer ? Clerk will contact City Attorney for advice on handling? abusive customers.? Nez Perce Tribal Police or Nez Perce Co. Sheriff will be called.

Moved by MAHURON and seconded by SMITH that the City of Lapwai Accounts Payable Checks, in the amount of 3,200.44 as of August 4, 2008 be approved.
Voice vote on the motion resulted as follows:
YEAS: MAHURON, SMITH and GREENE.
Motion carried.
Executive Session:
Moved by Mayor FAZIO and seconded by GREENE to move into Executive Session in accordance with Idaho Code ?67-2345 (1) (b)? (e) for the purpose of discussing personnel items and negotiations.
Roll Call Vote on the motion resulted as follows:
YEAS: SMITH and GREENE.
Motion carried a 3 to 0 vote.

Sanitation Contract negotiations ? Two proposals revives and reviewed
Reconvened at 8:25 p.m.
Moved by Mayor FAZIO and seconded by SMITH to move into the regularly scheduled Council Meeting.
Roll Call Vote on the motion resulted as follows:
YEAS: SMITH and GREENE.
Motion carried by a 3 to 0 vote.
Council granted Deputy Clerks request for leave of absence.? Deputy Clerk will return to work August 8, 2008, when further adjustment to the Deputy Clerk position will be considered by Council.? Mayor FAZIO and/or Mercedes will meet with Vestal to discussion possible options.
